While global exhibitions of CeBIT type are rapidly losing their popularity, specialized and regional conferences and exhibitions, such as Caspian Telecoms, are becoming more and more firmly established
It is attended by communication administrations, operators and vendors, which have interests in Turkey, countries of the Caspian region, Central Asia, Russia and countries of the Black Sea region. Vestnik Svyazi has been an information sponsor of the conference since the day of its establishment. The 7th conference that took part in April 2008 as always on the shore of the Bosphorus didn’t become an exception. It is amazing that the organizers managed “to embrace the boundless” during two working days. With strict rules adherence, the participants of the conference managed to get acquainted simultaneously in the Turkish, English and Russian languages with the state of affairs and perspectives of telecommunications in general and with rather special subjects: cable production and laying, climate problems, billing and management, cellular communication, interaction of operators, satellite communication and many, many others. Discussion continued behind the scene of the conference, and also during finely organized evening parties.
Turkey shouldn’t be only perceived as a quiet summer resting place with a slight inclusion of large-scale goods in the form of sheepskin coats and golden finery. Turkey is also a mighty sea power, a country with the most advanced telecommunications. The latter fact was once again proved by the report of Cabir Bilirgens, Minister of Transport and Communications. With the population of about 72 mln., the country possesses 18.2 mln. of telephone lines, 62.3 mln of mobile communication subscribers and 4.8 mln. of broadband networks. 246 communication operators are functioning. For the last five years the number of mobile communication subscribers has been practically tripled. So, apart from beaches and seas, the country has something to be proud of. It is notable that the largest European and world operators came to Istanbul to check up their positions in the modern world, to study possibilities of growing markets of the region. Among them – TeliaSonera. What could this Scandinavian company be interested in in these southern latitudes? It is 12% of profit of the total profit in 2007 to the amount of 4.1 billion dollars. Contribution of TurKcell, the largest mobile operator, into the Eurasian profit made 10%, of our MegaFon – 15%. The same 15% are referred to other operators of the CIS.
And investments into Russia and Turkey made accordingly 170 and 513 mln. dollars.
D. Elokholmo, MegaFon Board of Directors Chairman, underlined that more than 80% of the market in the CIS belong to MTS, VympelCom and MegaFon. Incomes make 20 billion dollars. Penetration is provided within 65 – 70%. ARPU (Average Rate per User) makes less than 15 dollars. He also described the main stages of MegaFon development in Russia. Currently, this company possesses 31.5% of the market, the other two companies possess 34% each. Touching upon the 3G questions, the speaker noted that the operators of the big three carried out a lot of preliminary works on installation of base stations, frequency coverage clearing. Works on involvement of 3G networks are being currently carried out in Russia, Ukraine, Georgia and other countries.

Moskalev, MTS OJSC Fixed Business and Interoperator Cooperation Department Director, noted that his company is the largest mobile operator combining six countries with population of 230 mln. people: Russia, Armenia, Belarus, Ukraine, Turkmenistan, Uzbekistan. The total number of subscribers as of March 1, 2008 is 86 mln. MTS has licenses and provides services of mobile and fixed communications, IT, data transfer, lease of channels. On the basis of CDMA2000 (Code Division Multiple Access) technology, broadband access services are developed in Ukraine. Works on providing 3G services are being carried out in Russia, Uzbekistan and Armenia.
The economics of the company also has a positive vector. The further development is related to preservation of the existing subscribers’ base and development of the services market. Special attention will be paid to the aspects of quality. According to E. Moskalev, the existing transport networks don’t satisfy the demands of the market. That’s why the largest mobile operators commenced construction of their own optical networks. It will enable to connect their companies on the CIS area, to improve quality of the services rendered.
In the brief analysis of the Ukrainian telecommunications market carried out by O. Sobolev, the executive director of the Association of data transfer wireless networks market participants, it was noted that three fourths of the frequency resource in Ukraine is referred to commercial usage. At the end of 2007, Ukrtelekom appeared on the 3G mobile communications market with very ambitious plans. This project became one of “The best Ukrainian projects in the sphere of wireless communications – 2007” (competition established by Wireless Ukraine). Also in 2007, two more 3G/CDMA2000 operators commenced functioning in the country. In the same year, the 5 GHz frequency band was opened.
At present, the following frequency bands are available in Ukraine:
2.4 GHz (planned for usage on the license-free basis);
3.5 GHz (used by one company – UNT);
5 GHz (open contests are being held).
It is remarkable that for the first time since 2007, increase in the number of subscribers practically stopped. Stagnation of the market was successfully prevented due to development of additional services, mainly – wireless Internet access. In accordance with some data, volume of the Ukrainian mobile content market was increased by 30%.
As for Ukrainian satellite communications market, only four companies among the licensees (20 licenses issued) double the market volumes annually. Totally, the Ukrainian telecommunications market volume made more than 19 billion dollars in 2007 which makes about 8% of the country GDP. The conference was also attended by Rostelekom, the largest Russian operator. A. Yakovenko, Operators Sales Department Director Deputy, reported that Russian market of telecommunication services will exceed 40 billion dollars in 2008. In addition, markets of these services will be increased in all the CIS countries by 20%. Under liberalization of the Russian communications market, the Rostelekom’s part in the population segment made 85%, corporate users – 49%, lease of channels – 40%. Growth of incomes from the services was increased by 17.5% in 2006-2007. It is exactly development of new services which is priority of Rostelekom. It is planned to conquer 10% on the IP VPN market and 19% - on the main Internet market. On the international level, Rostelekom is planning to develop IP-transit, to organize MPLS-connections of the countries-RSS participants, to expand the Europe – Asia transit.
Sergey Shavkunov, the Head of Marketing Analysis Direction of TransTeleKom, noted in his report that there is a significant growth of the telecommunications market in the Caspian region and Central Asia. TransTelekom provides traffic transmission to Finland, Estonia, Latvia, Lithuania, Poland, Belarus, Ukraine, Azerbaijan, Kazakhstan, Mongolia, North Korea. It has representative offices in London, Beijing and Tokyo. According to Eshgagibet Anatov, Kyrgyztelekom Vice-President, telecommunication tenor of life is changing remarkably in other CIS countries.
Estimation of the company initial market cost is being carried out, and it is expected that there would be a subsequent sale. As early as in 2003 there was made a decision on liberalization of the telecommunications market. Even by that time Kyrgyztelekom lost monopoly rights, especially on the market of long-distance communication. Today, population of the Republic of Kyrgyzstan makes 5.2 mln people. Area – 198 thous. sq. km, 94% of the area – mountains. Nine licenses were issued to mobile operators, 10 – to fixed ones and about 20 – to Internet service providers. Results of the year 2007 showed that the state share in the Kyrgyztelekom capital made 77%, and the total income exceeded USD 61 mln. including 7.5 mln of net profit. There appeared experience of international cooperation. With the help of financing provided by the World Bank and the European Bank for Reconstruction and Development, a first superimposed network was created. Own funds were invested into construction of the thoroughfare Shanghai - Frankfurt am Main (TransAsia-Europen Trunk, TAE) including 120 km on the territory of the Republic. In 2002 there was commenced the second stage of the networks development which included modernization of the communications equipment of all regional centers. Presently, there have been created communication channels with the main partners from Kazakhstan, Russia, Great Britain, Germany, China with the help of optics and also via space. Beg Zukhurov, Deputy of Minister for Transport and Communications of the Republic of Tajikistan, chairman of the board of directors of OAO Tajiktelekom, reported about quality control of services rendered by telecommunications operators.
For regulation of relations between operators, the telecommunication legislation is being optimized, and the power of regulation and control is legislatively assigned to the regulatory authority which was presented by the Communication Regulatory Agency since 2005. In March 2007 there was organized Ministry of Transport and Communications which included State Service for Supervision and Regulation in the sphere of communications and informational support.
By the present moment, practically all the communications companies have been privatized. The number of subjects wishing to provide communication services is increasing year by year. At present, there are 72 subjects in the Republic that are engaged into communications activities. The number of the issued licenses makes 182 and it means that a lot of the licensees have 3 or more licenses.
Activities in the communications sphere are licensed by individual or standard licenses in accordance with the Provision On Peculiarities of Licensing of Particular Activities. It should be noted that Tajikistan was the first country in the Central Asia region where 3G mobile communication and wireless Internet appeared, NGN (Next Generation Network)-technologies are widely implemented on the fixed communications networks.
Since December 2007 in the Republic there have been introduced a principle which is practiced in many countries when “the calling party pays” (CPP), i.e. all the calls to the incoming subscriber are free.
The number of mobile communications subscribers has already exceeded 2 mln. and is further increasing, the number of fixed communications subscribers is about 340 thous. This cheapest and most available type of communications for all the layers of population also remains the most called-up under conditions of the composite topography of the Republic.
The existing competition obliges operators to enlarge the coverage area of mobile communications that reach the most distant regions of the Republic, that’s why the number of base stations, radio-relay lines is increasing. Beside the traditional GSM standard, the CDMA-450, CDMA-800, 3G standards are applied.
Magamed Mamedov, PO Aztelekom General Director, reported that the telephone-network capacity in the Republic makes 1 mln. 300 thous. numbers. The digitalization level reached 74%.
The Azerbaijanian segment of the international TAE fiber-optic system which is more than 2 thous. km long is an integral part of the republican communication network. Commissioned equipment of the CDMA2000 wireless communications enabled to cover up to 50% of the regional population. In Baku and Sumgait, IP-television services are being rendered. In all the regions, high-speed Internet has become widely spread.
Demand for new services such as high-speed Internet, advanced corporate services which couldn’t be rendered to subscribers on the basis of old automatic telephone systems, determined the necessity of implementation of a network of the next generation.
T. Tolmacheva, managing partner of IKS-consalting, noted dynamic development of the CIS telecommunications market in recent years. In 2007, the volume reached 51 billion dollars. In recent years, the market has been increased as much as twice. These are 71 million of subscriber lines and 230 million of mobile operator subscribers. At the same time, the volume of international traffic is rather moderate. 75% of the CIS market incomes are provided by Russian operators. Russia exercises a significant influence on indicators of this market. Entrance of Russian operators on neighbouring markets ensures involvement of investments as well as growth of competition on these markets. All this enables consumers to choose services by acceptable prices. CIS markets have the potential of growing determined by economic growth of these countries.
Among the participants of the conference there were a lot of specialists in space communications. Intersatellite, Entelsat, Intelsat – this is a list of exclusively largest operators – participants of the conference. And there were also a lot of representatives from administrations of the countries engaged into relevant technologies.
The speech of K. Lanin, Hughes Networks Systems Director of regional sales, was very emotional. This company has been rendering satellite solutions to enterprises, governmental agencies and provider services all around the world for more than 30 years. The year 2007 has passed for Hughes under the sign of explosive demand on VSAT systems in the CIS countries, especially in Russia, which was mainly determined by significant simplification of registration of these stations and reduction of prices on them.
One of the Hughes main partners in Russia is IpNet. Its general director, M. Sophiadze, told that 85 people are employed by the company which was found in 2001. There are two representative offices in Moscow. Licenses and operator performance are covering all the 85 regions of Russia. The main direction is VSAT. The main partner is Hughes which controls 80% of communications with gasoline stations. The clients include drug stores, restaurants, retail sale outlets. IP-Net applies the best experience of Hughes in Russia. Significant part of the clients are corporate users of oil and gas industry, financial institutions, enterprises of energy industry, retail sales. Successful development of VSAT stations in Russia is determined by its geography, remarkable reduction of prices on equipment, tight schedule of communication networks deployment. The company employs 3800 people. Solutions are applied in 80 million of terminal units of fee digital TV. 50 TV platforms are applied in 35 countries on 15 languages. K. Pletner stressed that Stulz GmbH is a global and at the same time a family company positioning itself on the market of energy-saving precise conditioning systems. For more than 30 years of its existence, the company provided relevant systems for Alcatel (8600), Siemens (6700), Ericsson (4200) and other largest manufacturers of communication equipment. One of the specializations – climatics for base stations operating in extremely cold and hot conditions protected from vandals. In total, since 1989, there have been delivered 150 thousand items of equipment for mobile communication. Works on climatics in data-centers are rather urgent.
Despite its age, the “cable” theme remains of current interest. It was proved by the fact that such companies as Corning, Karel etc. took part in the conference.

These are cables with special protection made in the form of a steel pipe. This year the company is planning to enter actively CIS markets, and primarily – Russian market.

Despite its age, the “cable” theme remains of current interest. It was proved by the fact that such companies as Corning, Karel etc. took part in the conference.
Marianna Grozeva, International Marketing Manager of the Nexans Norway AS company told about solutions on usage of optical cables on submarines, in dangerous media. These are cables with special protection made in the form of a steel pipe. This year the company is planning to enter actively CIS markets, and primarily – Russian market.
Unfortunately, it is impossible to describe all what has been seen and heard in Istanbul within the limits of one article.
