“Istanbul is a city where East meets West. It is, therefore, symbolic that on 22-24 May, Caspian Telecoms, the 1st International Conference on Telecommunications in the Caspian Region, Central Asia and the Caucasus, took place in the city.” Thus began a long article in Vestnik Svyazi (Communication Bulletin) № 7 in 2002 entitled “Telecommunications in the Caspian Region: a view from the shores of the Bosphorus.”
Who would have thought that this event would not only survive, but also grow, drawing into its ranks more and more new people, companies, countries and regions! Vestnik Svyazi has always gratefully accepted the invitation and participated in all nine meetings on the shores of the Bosphorus, and has become a strategic partner of Caspian Telecoms.
And soon, on 28-29 April 2011, Istanbul will host the 10th anniversary conference. The number of its delegates is expected to exceed 500. They will arrive in Turkey from approximately 25 countries. As usual, the conference will be accompanied by an exhibition, which will showcase the latest achievements in various areas of telecommunications.
These ten years have shown that the place, time and programmes chosen by the organisers were very, very fortunate. So, you can be confident in the future of this important event in the telecoms world!

Excellencies, Honourable Ministers, Distinguished Delegates, Ladies and Gentlemen,
On behalf of Global VSAT Forum (GVF), it gives me very great pleasure to welcome you to the Hilton Istanbul Hotel and to the 10th Regional Turkey, Caspian, Central Asia, Russia, Black Sea Telecommunication & IT Conference & Showcase.
As the single and unified voice of the global satellite industry, GVF brings together organisations engaged in the delivery of advanced broadband and narrowband satellite services to consumers, and commercial and government enterprises worldwide. As an increasingly important part of this expanding global market for telecommunications, the GVF recognises the growing economic significance of the emergent markets of the nations around the Caspian and Black Seas, and adjacent regions, and anticipates even greater escalation in growth in the demand for satellite-based telecommunications solutions region-wide. In addition, GVF is pleased to work with its various national partner associations across the region, including the National Assembly of Satellite Communication (NASC) in Russia, and the Turkish Satellite Industry Association (TUYAD).
In the corporate and enterprise arena alone, the regions bordering the Caspian and Black Seas feature a particularly strong vertical market – oil & gas – in which growth in the use of satellite-based solutions is an operational imperative and essential precursor to the efficient and profitable exploration for, and production of, new energy supplies.
The broad-based membership of GVF represents every sector of the satellite industry, including the fixed and mobile satellite operators, satellite network operators, teleport operators, satellite earth station manufacturers, system integrators, value added and enhanced service providers, and telecom carriers with which companies in the oil & gas vertical, as well as organisations right the way across the private and public sectors throughout the Caspian and adjacent regions, will increasingly collaborate to achieve expanded connectivity with the rest of the Global Information Society.
GVF is increasingly successful in the deployment of its programme of training resources. The GVF VSAT Installation & Maintenance programme is designed to prevent, and reverse, the growth in interference in satellite signal traffic and to encourage the growth of a worldwide community of qualified installers. More information is available from the GVF training portal at http://gvf.coursehost.com. More recently, in addition to this, GVF has announced the launch of its Disaster Preparedness Registry, an initiative to facilitate a database of information relating to the global pre-positioning of satellite-enabled ICT resources that can be used in disaster/emergency situations and for development purposes.
In 2010 the Conference attracted approximately 500 delegates, representing 200 companies and 25 countries, participating in a programme comprising 60 speakers and official VIPs from 15 countries. The above-noted increasing importance of the regions under focus, together with ever-stronger programmes of content – combining extended opportunities for detailed dialogue and comprehensive networking focusing on the key issues on the region’s telecommunication agenda, including the market potential attaching to new regional investment opportunities from liberalisation and privatisation in the telecommunications environment to developments in government policy and regulation, from future developments in Central Asian telecommunications markets to the increasing deployment of broadband services – makes this latest event in the series a core focus of the telecommunications conference calendar.
The 10th Anniversary Conference will undoubtedly be an interesting opportunity to understand the markets, the services, and the technologies, as well as being a stimulating environment within which to make new connections, and better connections.
May I wish you all a very successful Conference in Istanbul. I look forward to meeting you.

On behalf of the Public Council of the National Commission for Communications Regulation of Ukraine and the Wireless Ukraine Association, I would like to welcome you to Caspian Telecoms 2011, the 10th Anniversary Regional Turkey, Caspian, Central Asia, Russia and Black Sea Telecommunication and IT Conference & Showcase.
The Caspian Telecoms conference and showcase is the most important event for the telecoms industry in Turkey, the Black Sea region and the neighbouring regions of the Caspian Sea and Central Asia. Turkey’s geopolitical position makes it a natural communications bridge between Asia and Europe. For Ukraine, which geographically is a neighbor of Russia and Turkey, as a country with a rapidly developing economy which this year officially joined the World Trade Organization, this event serves as an important component of its international cooperation.
The high-technology sector in Ukraine, where the atom was split for the first time and the first computer created in continental Europe, is a priority. Our country is now preparing for the Euro 2012 football championship in four cities in 2012, building the necessary infrastructure - in many cases, from scratch. This includes new stadiums, airports, high-speed trains, roads, hotels and all the information and telecommunications infrastructure. Billions of dollars is being invested in this project, so that by 2012 the country is ready to host the European football championship.
The Public Council of the National Commission for Communications Regulation of Ukraine was established by a separate resolution of Ukraine’s Cabinet of Ministers. It ensures interaction between public organisations, whose members include participants of Ukraine’s telecoms market, and the government regulator of the telecoms market.
Wireless Ukraine is the only public industry association in Ukraine. Its activities are aimed at developing the wireless communications market (including mobile, satellite and special communications).
Our public industry association, which has been operating in Ukraine in the wireless technologies sphere since 2002 and comprises more than 80 organisations (commercial and government, and suppliers and consumers of wireless technologies) from different countries, has the great honour of supporting this event.
For our association, Caspian Telecoms is a serious platform for the rapid development of cooperation in the high technology sector, which provides great opportunities for its exhibitors. The association’s magazine, Wireless Ukraine Observer, which has been published under the aegis of the association since 2005, will be presented at the exhibition.
I wish all the exhibitors success.

Ladies and Gentlemen, Distinguished guests,
On behalf of the Information, Communications Technology and Post Authority /ICTPA/, the Government of Mongolia, I am pleased to greet all of you here in this celebration momentum of the 10th anniversary of the Caspian Telecom Conference. At that time, when the first Caspian Telecom Conference was organized in 2001, Mongolia formulated and adopted its National ICT Policy Vision to develop information and communications technology for 2010.
Last decade Mongolia had cellular telephony services with analogue systems, one internet gateway, and limited types of telecommunication services which were provided by the incumbent. To date, in line with mobile services of digital systems, 3G and 4G technologies have been deeply penetrated into daily life of Mongolians. Apparently, over 2.5 million mobile phone subscribers 7 internet gateways are available with 20 times more high speed capacities, and around 13 thousands km optical fiber network. Resently, we have established and launched Asia-Europe internet transition network over the territory of Mongolia.
It is a great honor for me, introducing our successes in the last decade on the occasion of the 10th anniversary of Caspian Telecom Conference.
ICTPA and CRC are organizing “National ICT Forum” in Ulaanbaatar, Mongolia from the 25th to the 26th of May in 2011. For the reason of elaborating and discussing the National ICT Policy Documents to develop Mongolian ICT sector for 2021, the Government of Mongolia is giving high importance to the forum.

Member of the Public Council of the National Commission for Communications Regulation of Ukraine

Last decade Mongolia had cellular telephony services with analogue systems, one internet gateway, and limited types of telecommunication services which were provided by the incumbent.
